[PATCH] [RFC][4/17]TILE-Gx: add instruction format decription for tilegx

This patch add instruction format description for tilegx.

tilegx has 10 encoding format, each has several different variant depending on the issue mode and issue slot. All types are documented in tilegx ISA manual.
