LLVM_ENABLE_RUNTIMES=openmp builds OpenMP as a runtime in a nested CMake
instance. For building some targets, opt and llvm-link are necessary. The issue
is fixed in trunk.

Please backport 4bb36df144127c5bee6ea2607bc544c003aae446 and
5ea1c37118699f0ed1da17e0d8562011d0002edd to release/13.x
