We have moved away from configure based buildings a long ago. So this issue
probably will never be fixed. Cmake has CMAKE_INSTALL_DOCDIR but its support is
not added to LLVM till I am checking in
328377307ad2da961b3be0f2bbf1814a6f1f4ed3 though a patch is in need review
state- https://reviews.llvm.org/D28234.
