Revert commit ae6b40000238e5faaaa319ffcfc713a15e459be8 /
https://reviews.llvm.org/D104601 from the clang-13 branch (but keep on main) as
suggested by @aaron.ballman in D104601.

The feature was merge shortly before the clang-13.x was created and 2
regressions were reported since then (fixed by D106924 and D107183). Reverting
for clang-13.x will give the feature more time to mature in main.
