Hello,

Until very recently, upper case URL encoded URLs used to work, but they seem to
have stopped working now.

This works:
https://releases.llvm.org/8.0.0/clang%2bllvm-8.0.0-x86_64-linux-gnu-ubuntu-16.04.tar.xz

This used to work, but no longer works:
https://releases.llvm.org/8.0.0/clang%2Bllvm-8.0.0-x86_64-linux-gnu-ubuntu-16.04.tar.xz
