Maybe it is a dupe of bug 41956 but libclang_rt.fuzzer-x86_64.a was built and
supposed to be installed in:
/usr/lib/llvm-10/lib/clang/10.0.0/lib/linux/libclang_rt.fuzzer-x86_64.a


what we had in 9. It isn't the case anymore in 10.
