This bug is pretty confusing by now and covers several things. I filed issue
22350 for the thing in comment 0, so duping there. Looks like fixing it won't
hurt libc++ after all. (It's also probably not a super high priority bug.)
I filed https://gcc.gnu.org/bugzilla/show_bug.cgi?id=64816 for the gcc bug.
I'll file a new bug for the libc++ gcc compat issue and send out a patch for
that to the list.
