Thanks for the patch.  Committed revision 165151.

_LIBCPP_HAS_IS_BASE_OF is an unfortunate spelling.  However I searched and that
spelling is used consistently throughout the lib.  So I think it better just to
let it be, just in case some customer is counting on this spelling (benefit /
cost ratio not sufficiently high to change it).
