LGTM. Sorry, I got confused and I think that was because I got the functions I referenced wrong, I just meant `RISCVTargetStreamer::emitTargetAttributes` originally, I don't know how I copy/pasted the wrong name, but I think the update to `setFlagsFromFeatures` is good too.
