Since CSan supports sanitizer coverage, coverage makes `needsUbsanRt()` true. This can link both `ubsan_standalone` and `csan`, even though CSan already contains the coverage support. Could we use only CSan here and add a test? We should also handle combinations such as `concurrency,integer`.
