To help to answer my own questions, .200 set was primarily added to expose Fortran-related debug info (see trampoline function marks, subranges, Fortran field in source language table). But it also added full set of DWARF ops that are useful anywhere plus added `FlagBitField` and `inline namespace` flag for better C++ coverage. These features can not be workarounded by porting some llvm-spirv flag.
