Subject: [PATCH 1/2] [libc] Enable baremetal Armv7-M pre-merge tests

The tests are run using QEMU system emulation on AArch64 GitHub runners.

No strong reason to use AArch64 instead of x86_64 as it is via emulation
anyway. But AArch64 runners are cheaper, so that might prove beneficial.
