Same rationale as the path we took for X86_64. To keep UEFI triple from inheriting the Windows identity along with the Windows ABI. MicrosoftARM64TargetInfo sits on WindowsTargetInfo, so reusing it predefines `_WIN32/_WIN64/_M_ARM64/_MSC_VER`. With this change UEFI triple will only see `__UEFI__`.
