Ah, sorry, I confused https://github.com/llvm/llvm-project/issues/230159 (what this fixed) with https://github.com/llvm/llvm-project/issues/230162. The latter is arguably critical since 64-bit `mips3` is the baseline CPU for `mips64el-openbsd`, and that's what prompted me to request a backport.

We do still have some downstream users who would like to target `mips3` and cannot due to https://github.com/llvm/llvm-project/issues/230159 though. I would say this is a pretty low-risk backport just looking at the non-test changes, but I understand if you'd rather not take it at this stage.
