Ideally we would add some infrastructure into the LLVM_ENABLE_RUNTIMES system to build fat binaries, but until then I don't see an alternative doing it like in this PR. Adding @petrhosek as reviewer who tries to hold the the runtimes builds together. When #176151 is merged, ping me and I would approve this PR as well.
