Something is not right with this stack. This patch is to be merged into [users/saxlungs/true16-test-upstream-cleanup](https://github.com/llvm/llvm-project/tree/users/saxlungs/true16-test-upstream-cleanup), but the previous patch merges from users/saxlungs/true16-test-upstream-refactor-or-new-test, between which there seem to be some changes: https://github.com/llvm/llvm-project/pull/209889#discussion_r3595023400
