Now that 23.1.0 has shipped, the bar for 23.1.x is regressions and critical bug fixes only. This is acknowledged to be a feature / "mixed" backport (it brings in-tree SPIR-V backend support for chipStar to the branch), and it hasn't gotten a formal area approval in the ~3 weeks it's been open. On that basis it's out of scope for the point releases, so I'm closing this as won't-merge. If you think I've got this wrong — e.g. it fixes a concrete regression on `release/23.x` — please reopen and we'll reconsider.
