This has been open 20 days; despite the "[NFC]" title it bundles real behavior changes (call-graph-metadata for internal-linkage symbols), and post-RC2 backports need to clear the bug-fix-only bar. @ilovepi raised the same doubt on 07-30, and the direct justification ask on 08-02 has gone unanswered for 9 days. Happy to reopen if @Prabhuk can still provide the justification.
