Yes, it's not a regression from 21 to 22.

I was thinking about it from their perspective, if they were on 20 or below and move to 22, it's a regression for them so it might be helpful. I do now agree that it does not meet LLVM's backport rules which are looking at release to next release, and NetBSD are likely familiar with carrying patches for LLVM anyway.

Unless there's a critical need for it we can reject this.
