Closing this one. Backporting the extra changes turned out to be a bit messy and entangled. (It's not impossible to do though, but it would require buy-in from libcxx maintainers that we do want to fix up the CI on the 20.x branch.) The original backport in #136449 should be fine on its own though (while the CI has unrelated failures).
