Subject: [PATCH] [flang][OpenMP] Map basic `local` specifiers to `private`
clauses
Starts the effort to map `do concurrent` locality specifiers to OpenMP
clauses. This PR adds support for basic specifiers (no `init` or `copy`
regions yet).
