Subject: [PATCH] [DTLTO] Add Clang release note for LLVM 21

DTLTO-related Clang changes were cherry-picked to the LLVM 21
branch in https://github.com/llvm/llvm-project/pull/149978.

This commit adds the corresponding release note.
