I discussed this with another release manager and he was fine with including it even though it does not really meet our criteria for this late in the release because it is very small and seems to be not too risky. I just want to warn you that if there are any problems that arise due to this change, you will not be able to fix it in the 21.x release branch, and any fixes will have to wait until the 22.x release. Please confirm that this is okay with you, and when you do I will commit it to the branch.
