Subject: [PATCH 1/2] [HLSL][RootSignature] Add mandatory parameters for
RootConstants
- defines the `parseRootConstantParams` function and adds handling for
the mandatory arguments of `num32BitConstants` and `bReg`
- adds corresponding unit tests
