I only reviewed a small part of this PR so far, but will probably not have more time today or tomorrow to review further, so I thought I'd share my thoughts so far.

I think that the documentation at https://github.com/llvm/llvm-project/blob/main/bolt/docs/BinaryAnalysis.md should probably be updated to describe the added functionality in this, and maybe also some earlier, PRs.
