It is [already mentioned](https://github.com/llvm/llvm-project/blob/5f744ee5c770d7332740bb6247f961e7d99ee359/clang-tools-extra/docs/ReleaseNotes.rst#L51-L53). (It was added to the release notes as part of the same commit as the implementation.)
