LOG: [SelectionDAG] Teach isConstOrConstSplat about ISD::SPLAT_VECTOR

This improves llvm::isConstOrConstSplat by allowing it to analyze
ISD::SPLAT_VECTOR nodes, in order to allow more constant-folding of
operations using scalable vector types.
