LOG: [RISCV] Define vmerge/vfmerge intrinsics.

Define vmerge/vfmerge intrinsics and lower to V instructions.

Include support for vector-vector vfmerge by vmerge.vvm.

We work with @rogfer01 from BSC to come out this patch.
