LOG: ADT: Allow IntrusiveRefCntPtr construction from std::unique_ptr, NFC

Allow a `std::unique_ptr` to be moved into the an `IntrusiveRefCntPtr`,
and remove a couple of now-unnecessary `release()` calls.
