In my measurements, getting these language categories takes ~ 0.06 seconds.  A variable lookup that has to incorporate this time takes ~ 0.068 seconds. The same variable lookup, without having to take time to get these language categories, takes ~0.001 seconds.  So I doubt that 0.06 seconds is going to be really noticeable in overall LLDB startup times, but it is definitely noticeable in variable lookup times.
