The PR missed some small changes in Android builder dockerfile needed for setting up steps and it needed the image version from https://github.com/llvm/llvm-project/pull/227787.

I have already deployed it to Android libc++ builders and ran them. The log says it is using Cmake version 3.31 and the builder completed with no issues. You can find the runs here:
