We need root initially so we can install all the Android parts (Android platform tools, Android compiler, and Android sysroot) into /opt/android. Later, we need root so we can install Docker in line 101. 

We do move to "libcxx-builder" user to set up buildkite dependencies and at the end so it can do build libc++ and run the tests on Android.
