Couldn't we move these to the main `nodicard.verify.cpp` file, and additionally guard the part with `!defined(_LIBCPP_VERSION) || defined(_LIBCPP_AVAILABILITY_TEXT_ENCODING_ENVIRONMENT)`?

Same for test coverage for `text_encoding::environment`/`text_encoding::environment_is`.
