I think we should use either default-initialization (`std::text_encoding te;`) or empty list-initialization (`std::text_encoding te{};` or `std::text_encoding te = {};`) for clarity. If you want to use value-initialization, we may also use `auto te = std::text_encoding();` to avoid typing the same type-id twice.

Same for all similar `std::text_encoding` variable definitions in test files.
