That's fair. Someone should really go through and correct everything added by 44ae09d7, but I'm not particularly enthusiastic about taking on the work. I'll think about whether to do it anyway.

For now, I'll switch both P1970R2 and this to 13; that's at least reasonably in scope for this PR.
