LGTM, thanks. One optional test-coverage thought: the new incompatibility tests seem to cover the explicit `(base:variant)` form. Would it be worth adding one incompatible single-name `declare variant(variant)` case too, so the enclosing-procedure-as-base path is covered for the new diagnostic?
