Sorry for the noisy rebase/retarget churn here.

After rebasing this PR onto `main`, GitHub briefly compared the branch against the old stacked base before the retarget fully settled, which triggered unrelated CODEOWNERS review requests and stale checks. I removed the accidental reviewer requests and re-triggered CI against the correct `main` base.

The PR is now clean again: base is `main`, the diff is the intended 1-commit / 13-file target `in_reduction` host-fallback change, and CI is green. I’ll leave it as-is for review.
