Thank you for this work, I have some small suggestions. I'm not super familiar with `dispatch`, so I'll leave approval to someone with a better understanding of it.

However, I'd suggest updating the PR description to clearly state that this patch only implements a no-op `dispatch` that functionally just results in its associated region being executed.
