[Docs] Season of docs

hello llvm team , i want to participate in season of docs . i am interested
in working on "Clang Newcomer Documentation" .

I am interested in creating " brand new tutorials".  Please help me to get
started

I have been GSOC'16 student with KDE , GCI mentor'16 and '18.  GSOC 2018
