[cfe-dev] compile_commands.json for Windows/MSVC

Hello

I wondered if since the LLVM toolchain is coming to windows, this feature
changed recently and what would be the best way to get this compilation
database file.

I also checked out CMake 3, but apparently nothing changed on this side,
Maybe richards tool is available now.
