[cfe-dev] [LLVMdev] [RFC] Raising LLVM minimum required MSVC version to 2013 for trunk

They can be installed side-by-side, and unless your company's IT department
has a strict policy which will block you from installing VC 2013 Express,
you should be able to continue unhindered.
