Done. merged into [err_drv_device_lib_not_found](https://github.com/llvm/llvm-project/blob/bcbe0355f616a137fca5372a64db5fbf8965ed24/clang/include/clang/Basic/DiagnosticDriverKinds.td#L447-L450), used for both libclc and the compiler-rt builtins. 

The library is chosen with `%select`, following the `ROCm` example, so only the builtins message carries the --no-offloadlib hint.
