[clang] [clang][bytecode][NFC] Refactor `alignOfType` (PR #232193)

Fix capitalization, define `AlignOfReturnsPreferred` only once it's needed and fix the parameter name comment for `getDeclAlign()`.

The latter is also done in `ExprConstant.cpp`.
