Hm, doesn't clang enable the interpreter by default when built with `-DCLANG_USE_EXPERIMENTAL_CONST_INTERP=ON`? Meaning it will be used if `-fno-experimental-new-constant-interpreter` is not specified. Or does it behave differently when running the tests?
