True, I took `cir.cleanup.scope` out of this PR. [llvm/llvm-project#221222](https://github.com/llvm/llvm-project/pull/221222) fixes its successors so the op enters only the body, and a body exit enters the cleanup region when the cleanup kind covers that exit.
