LOG: [clangd][test] Add `clang` to `CLANGD_TEST_DEPS`. (#230061)

86a48da46ff5 (#193426) added `prebuilt_module_file_reuse.test`, which
invokes the `clang` binary directly to precompile a module file, but did
not add the binary to the dependencies of the corresponding CMake
target. This PR fixes that.
