@banach-space I was thinking about this again today. While I think this pass is unnecessary, it would be useful if we want to be consistent with the `tail call` checks used in the OG test. I updated my other open PRs to get rid of the `tail call` after your comment, and I think this is fine if we want a minimal set of passes as we mentioned in an earlier PR. Please let me know what you think.
