I'm confused about the wording from [over.over]p5. The first sentence mentions associated constraints so I'm not sure if only those constrained functions with should apply:

> All functions with associated constraints that are not satisfied are eliminated from the set of selected functions. If more than one function in the set remains, all function template specializations in the set are eliminated if the set also contains a function that is not a function template specialization.

Only MSVC accepts it, if taking address of non conversion functions.
