Rather than a second call site, could this `expandAMDGPUDevicePrintf` move to the end of `lowerDirectlyFromCIRToLLVMIR` itself? It also lets `expandAMDGPUDevicePrintf` be static instead of exported from `LowerToLLVM.h`.
