I am reworking the state stuff right now though with https://github.com/llvm/llvm-project/pull/183706, https://github.com/llvm/llvm-project/pull/226175 and https://github.com/llvm/llvm-project/pull/226217, which would mean changes to this PR. I'm still trying to debug an msan failure to get the first PR landed again but just in case you (or the reviewers!) needed more motivation to get this PR in before mine, here it is :)
